Overview
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

The William J Clinton Foundation (WJCF) is an Indian not-for-profit entity, registered under Section 8 of the Indian Companies Act 2013 and has an affiliation agreement with the Clinton Health Access Initiative (CHAI). WJCFs mission is to save lives and improve health outcomes in the country by enabling the government and private sector to strengthen and sustain quality health systems. WJCF has been working closely with the Ministry of Health & Family Welfare, and Departments of Health at the state level since 2007 providing technical as well as operational support to various programs such as COVID-19 disease, hepatitis, HIV/AIDS, tuberculosis, vector-borne diseases (lymphatic filariasis and kala azar), syphilis, cervical cancer, diabetes, maternal and childhood anemia, immunization, under 5 diarrhea and pneumonia, sexual and reproductive health, Ayushman Bharat Pradhan Mantri – Jan Arogya Yojana (AB PM-JAY) and Ayushman Bharat Digital Mission (ABDM), hypoxemia and oxygen, safe drinking water, sickle cell disease, and climate and health.

Project Background
WJCF, with support from Stop TB Partnership, is implementing Project iLIFT (integrated Lung Health Initiative For Tribals) in Korba district of Chhattisgarh, a state with significant tribal population. This region faces a challenge against respiratory issues and healthcare access, making it a crucial target for integrated lung health initiatives.
Korba is a major contributor to India's coal production, accounting for 16% of the national output (as per Ministry of Mines). The exposure to coal dust and silica has an association with respiratory ailments such as Asthma and Chronic Obstructive Pulmonary Disease (COPD). Additionally, Korba has a significant beedi rolling community, with 90% of the workers being women who earn an average daily wage of $5. This community experiences alarming rates of respiratory issues and TB-like symptoms. Despite the existence of comprehensive guidelines for managing TB and COPD/Asthma, the implementation remains challenging. The separation of TB and COPD/Asthma programs into different health verticals has hindered the delivery of an integrated Lung Health solution.
To address the above, Project iLIFT takes a two-pronged approach to bridge the gap between community and facility care. Under the program, health camps are organised in the community with the health staff to provide individuals integrated screening of Tuberculosis (TB), Chronic Respiratory Diseases (CRDs) like COPD, Asthma, and lung cancer, alongside Non-Communicable Diseases (NCDs) such as Diabetes, Hypertension and Sickle Cell Disease (SCD). On the public health care facility end, health facilities are strengthened by empowering existing healthcare infrastructure by training key personnel, deploying Computer-Aided Diagnosis (CAD), and spirometers at sub-district levels, and institutionalizing necessary assessment tools at HWC (Health & Wellness Centre) for identification and referral of high-risk patients. Improving referral pathways and streamlining sample collection and transport further enhance diagnostic capabilities.
The project is executed in close collaboration with state-level TB, NCD, and SCD programs and builds on existing community screening initiatives to reinforce the health system. By integrating disease management and working alongside general health staff, the project seeks to generate local evidence that can drive greater state-level support, ensuring the sustainability and scalability of the project's outcomes.
Position Summary
WJCF is seeking a highly motivated, results-oriented individual with demonstrated leadership and analytical skills. The ideal candidate must possess strong communication abilities, a background in research and data analysis, and the capability to independently engage with implementation partners and manage large-scale project data. The Analyst/ Senior Analyst will report to the Program Lead and play a critical role in supporting the effective implementation and continuous improvement of project activities through robust monitoring, evaluation, research, and learning practices. This position will ensure adherence to the project's M&E framework, support primary and secondary research initiatives, and generate insights to drive strategic decision-making. The Analyst will work closely with program teams, government stakeholders, and field staff to support systematic data collection, research design and implementation, analysis, and dissemination. The role includes designing and deploying user-friendly M&E tools, maintaining high-quality project databases, producing regular performance and research reports, and supporting field validations and evaluations. The incumbent will also contribute to strengthening local systems and capacity-building efforts for routine monitoring, supervision, and research. Responsibilities
Routine program M&E
Ensure compliance with the project M&E framework, processes and tools to track progress and outcomes.
Steer the design of the project monitoring plans, performance indicators frameworks and tools.
Develop and maintain monthly dashboards, factsheets, and internal MIS for project performance tracking.
Prepare timely analytical outputs, reports (monthly, annual, donor-specific) in line with donor and organization requirements.
Research and Learning
Support the design and implementation of primary and secondary research studies relevant to project goals.
Assist in developing research protocols, tools, and sampling methodologies in collaboration with technical experts.
Conduct literature reviews, desk research, and stakeholder interviews to generate contextual evidence.
Synthesize findings and disseminate learnings through presentations, reports, briefs, and publications for internal and external stakeholders.
Data Management, Analysis, and Reporting
Maintain accurate, high-quality project monitoring and research databases.
Perform regular data analysis to support program decisions and recommend evidence-based corrective actions.
Prepare monthly indicator and research progress reports.
Conduct field visits for data validation, qualitative assessments, and interviews as needed.
Capacity Building and Technical Support
Build capacity of government stakeholders at state, district, and sub-district levels in routine supervision and monitoring of project activities.
Support programmatic activities, including training of service providers, and improving recording, reporting systems.
Evaluation and Learning
Support project, thematic, and cross-cutting evaluations in collaboration with relevant stakeholders and teams.
Synthesize findings and disseminate key learnings through presentations, reports, briefs, and publications for diverse audiences.
Contribute to knowledge building and sharing in the field of monitoring and evaluation.
Engage with partners to leverage relevant external data for enhanced project monitoring.
Stakeholder collaboration
Liaise with program teams, government counterparts, and partners to align data strategies and refine interventions.
Support evidence-based communication through actionable data insights.
Qualifications
Bachelor's or Master's degree in Public Health, Statistics, Social Sciences, Management, or a related field, with a minimum of 2 years of relevant work experience in M&E, analytics or research.
Strong quantitative and qualitative analytical skills with the ability to synthesize complex data for a diverse audience.
High level of proficiency in Statistical Tools, Advanced Excel and PowerPoint.
Ability to absorb and synthesize a broad range of information, including technical information, and to prepare compelling presentations and reports.
Proven ability to manage multiple tasks, prioritize effectively and thrive in a fast-paced environment.
Excellent written and oral communications skills in English and Hindi.
Strong desire to work in a fast-paced, limited-structure, high-pressure, multicultural environment.
Preference would be given to candidates with experience in research and government stakeholder management
Willingness to travel (up to 25% of the time) at short notice.
