CIMMYT is looking for an outstanding, self-motivated, and result-oriented professional for the position of HR Manager to lead and manage the full spectrum of human resources, ensuring high-quality HR services for CIMMYT\u2019s India programs. This role acts as a strategic partner ensuring compliance with Indian labor laws, HR policies, and organizational standards. The HR Manager will also support talent management, workforce planning, employee relations, and culture-building initiatives across CIMMYT India.

The location of this position will be Delhi.

The major activities of this position include:

Oversee all HR Administration and Development activities in CIMMYT\u2019s India Country Office, from hiring to retiring of the Locally Recruited Staff members.Provide effective and proactive support to the administration of the Internationally Recruited Staff (IRS) posted in India in close collaboration with the IRS HR Management team at HQAdminister either directly or through third parties of other categories of labor where necessary (consultants, interns, casual labor, etc.).Provide professional HR advises to Program leaders/Unit heads on strategic Staffing Staff development mechanisms.Conduct the recruitment processes in compliance with CIMMYT\u2019s related policies and procedures, including terms of reference, position grading, approval processing, advertising, shortlisting, organizing interviews, offer letters and conduct required references assessments as well as onboarding processes.Administer Staff benefits programs locally provided to Staff, including reviewing and approving benefits entitlements of Staff members and dependents.Support the implementation of all HR processes as defined with HQ, including the annual processes defined in CIMMYT\u2019s Performance Management Cycle: Performance Review, Salary Review, Promotions, and Performance Improvement Plans processes.Define and implement in collaboration with HQ the training priorities for the Country Office to be reflected in CIMMYT\u2019s annual training plan.Ensure that payroll incidences are submitted and processed as per established payroll schedule for calculus by external provider and execution via Finance Accounting.Maintain and update leave and attendance data of employees.Maintain Staff database and personal files and ensure accuracy and real-time updating of information.Ensure full compliance with local legislation as well as applicable HR policies and procedures established by CIMMYT for all Staff categories in India, including but not limited to hiring, discipline, promotion, termination, etc.Oversee the HR Analyst(s) assisting in CIMMYT operations.Support the development of a detailed annual training plan in consultation with program leads/managers/CCR and HQs.Identify appropriate resource/ trainers on theme and purpose of training wherever needed.Coordinate the administration of training programs, which includes raising the proposal to HQs for approval, resource mapping from the local market, logistics management etc.Ensure all training related data is properly uploaded to the Learning Management System.Review and understand the impact of training thereby developing the follow-up plans and ensuring all the pre and post training assessments are properly scored.Support compliance team for grievances raised by staff.Oversee casual labor workforce engagement administrative processes.Perform any other duties and responsibilities as assigned by the supervisor.

Requirements

Master\u2019s degree in Human Resources / Business Administration or related field 7\u201310 years of relevant HR experience Strong knowledge of Indian labor laws and HR best practices Experience working with multi-location or international organizations preferredFlexible to travel to the various sites.Strong organizational and problem-solving abilities. Excellent communication and interpersonal skills.

Benefits

The position is for an initial fixed-term contract of 12 months, after which further employment is subject to performance and the continued availability of funds. CIMMYT offers an attractive remuneration package, with a range of benefits including health insurance.
